Roll Call. Present: Councilman Boyd Wyatt, Sr., Councilman Carl Duer, Councilman Jesse Kerley, Mayor J. H. Graham, III, Mayor Pro-Tem Earl Dean. Others present were City Manager Curtis Adams, City Attorney Kenneth Chadwell, City Clerk Sally Oglesby, David Beaty, Tom Wolf, and Jim Young.
Mayor J. H. Graham, III was present and presiding. He called the meeting to order at 9:00 a.m.
ITEM #1 – MATTERS RELATIVE TO WATER HARVESTING PROJECT
City Clerk Sally Oglesby reported that the City had already received a $2,000,000 grant and a $3,000,000 loan from the State Revolving Loan Fund. When the bids came in, the construction cost totaled $5,118,000 so a request was made for an additional $1,000,000 loan. Since that time, a deduction has been negotiated with the contractor for $577,052. There will be additional costs for paving of the roads and costs to accommodate the County Road Department and South Cumberland Utility District concerns. The proposed resolution for an additional $1,000,000 was presented for approval. The additional money will only be used if needed.
A motion was made by Councilman Duer, seconded by Councilman Dean, to authorize the Mayor to sign all necessary documents for the additional $1,000,000 loan from the Tennessee State Revolving Loan Fund for the water harvesting project.
